Prerequisite conditions for the issuance of a permit to practice in accordance with the AIT

  • Hold a permit to practice without any restriction or limitation (Independent Practice Certificate of Registration) issued by the College of Physicians of a Canadian province or territory;
  • Hold a specialist’s certificate issued by the Royal College of Physicians and Surgeons of Canada;
    or
    a certificate in family medicine issued by the College of Family Physicians of Canada; however, a holder of a regular permit to practice family medicine issued by the College of Physicians of a Canadian province or territory prior to 1994 is exempt from the obligation to hold a certificate in family medicine.
  • A candidate who wishes to obtain a permit to practice and begin his practice must read carefully the following instructions:
    • The application for the permit must be submitted at least one month before the date scheduled for the start of practice.
    • The fees for a permit are $700, non refundable.
    • To obtain the permit to practice between June 1 and August 31, the candidate must submit his application for a permit before May 1.
    • When the permit will be issued, the candidate will receive by e-mail the necessary informations to fill out the first registration on the membership roll. He will then receive his permit to practice by mail.
    • To access the secured application, the candidate must have a user code and a password. The candidates who hold or have held a training card in Québec for the last 4 years must use their user code (resident number) and their password. The other candidates must contact the Collège des médecins to obtain a user code and a temporary password.

    1. Fill out the form Application for a Permit to Practice Medicine through the secured Web site of the Collège.
    2. Fill out the First registration on the membership roll through the secured Web site of the Collège when the Medical Education Division will have provided him with his permit number. The candidate must be registered on the membership roll in order to be authorized to practice medicine in Québec.

    Once the candidate is registered, the Collège will transmit the information to the Régie de l’assurance maladie du Québec (RAMQ).

    A temporary permit (valid for one year) is granted under the Charter of the French Language to a medical graduate from outside Québec who does not have a working knowledge of French.

    Conditions for the renewal of the temporary permit:

    • This type of permit can be renewed three times, with the approval of the Office québécois de la langue française;
    • The Office will only authorize the renewal of a temporary permit if it determines that the public interest warrants it (a letter from an employer in Québec must be provided as proof);
    • A candidate can only request the renewal of his temporary permit, if he has attended the examinations held by the Office before the expiration date of his permit.
       
      When this examination is succeeded, it is possible to apply for a change of the temporary permit into a regular permit by completing the form provided for this purpose and by paying the required fees.
