Telemedecine and other activities

A special authorization is an exceptional and temporary measure that grants a person legally authorized to practice the profession outside Québec the right to use a title reserved for members of the order or to engage in Québec in professional activities reserved to them.  It is used particularly for the practice of telemedicine and to enable physicians to come to Québec upon invitation to learn or teach medical activities or to practice occasionally with a specific person or group of people.

A special authorization cannot be a substitute for the permit to practice, restrictive permits issued to sponsored professors nor for training cards issued to fellows undergoing further training.  Also, when a physician is invited to come to Québec to provide care or other services to the public, the preferred pathway is the permit.  And, for a person who already had a permit to practice in Québec, reinstatement on the roll of the order must be favored.

Documents required

Professional liability insurance:

You must hold a professional liability insurance.  
The amount of the coverage must be at all times at least $5,000,000 per claim, and at least $10,000,000 for the aggregate of the claims submitted during each period of coverage of one year, with a deductible amount not exceeding $1,000 per loss.
