Conversion of a permit

You may apply to have your restrictive permit converted by the CMQ after one year, subject to a review of your file by the comité d’admission à l’exercice (CAE) - Committee on Admission to Practice - and successful completion of the examinations for your specialty. After five years, the certification examination is no longer a requirement by the CMQ.

Restrictive permit holder for more than one year at the time of the examination



You have

  • Submitted a request for a file review on the portal physiciansapply.ca by choosing Application for medical registration (type of request: Converting a restrictive permit into a regular permit before 5 years, after one renewal). Select the specialty / specialties for which a specialist's certificate might be issued.
  • Obtained recognition of equivalence of postgraduate training from the CAE and satisfied the eligibility conditions for the certification examinations.
  • Successfully passed the examinations for your specialty.
  • Participated in the ALDO-Québec educational activity.
  • Provided proof of French language proficiency (see exemptions)
    OR
    successfully passed the OQLF examination
    Examination required.
  • Completed the Update of the medical activities and Declarations form on the Online services.
  • Paid the CMQ’s applicable permit and specialist’s certificate fees.

Restrictive permit holder for more than 5 years (active and cumulative practice, acquired in Québec)


You have

  • Submitted a request for a file review on the portal physiciansapply.ca by choosing Applications for medical registration (type of request: Converting a restrictive permit into a regular permit after 5 years). Select the specialty / specialties for which a specialist's certificate might be issued.
  • Obtained recognition of equivalence of postgraduate training from the CAE.
  • Participated in the ALDO-Québec educational activity. 
  • Provided proof of French language proficiency (see exemptions)
    OR
    successfully passed the OQLF examination
    Examination required.

ARM

After one year More than 5 years

Restrictive permit holder for more than one year at the time of the examination



You have

  • Submitted a request for a conversion on the portal physiciansapply.ca 
    by choosing Application for medical registration (type of request: Converting a restrictive permit into a regular permit before 5 years, after one renewal).
  • Automatic recognition of equivalence of postgraduate training under the ARM.
  • Successfully passed the examinations for your specialty.
  • Participated to the ALDO-Québec educational activity. 
  • Completed the Update of the medical activities and Declarations form on the Online services.
  • Paid the CMQ’s applicable permit and specialist’s certificate fees.

Restrictive permit holder for more than 5 years (active and cumulative practice, acquired in Québec)


You have

  • Submitted a request for a conversion on the portal physiciansapply.ca 
    by choosing Application for medical registration (type of request: Converting a restrictive permit into a regular permit after 5 years).
  • Automatic recognition of equivalence of postgraduate training under the ARM.
  • Participated to the ALDO-Québec educational activity.
