Postgraduate training (as a fellow)

According to the government decree, "a fellow (remunated by a university, a government agency, a recognized granting agency or a foundation deemed acceptable by the ministère de la Santé et des Services sociaux) [...] is a person who has completed their medical training leading to a medical degree, doing advanced training in Quebec as part of a host or exchange program approved by a Quebec faculty of medicine, and who is subject to the provisions concerning them in the agreement between the Fédération des médecins résidents du Québec and the Quebec government."

Application for a review of a file as a fellow

• Medical Council of Canada Evaluating Examination (MCCEE)
  or 
• Medical Council of Canada Qualifying Examination Part I (MCCQE Part I)
  or
• United States Medical Licensing Examination (USMLE) / Step 2 CK (if not a holder of a specialist’s certificate)

Regular permit

• College of Family Physicians of Canada (CFPC) or American Board of Family Medicine (ABMF)
• Royal College of Physicians and Surgeons of Canada
  • Note: if you passed a Royal College subspecialty examination, you must also pass the basic specialty (primary specialty) examination.
• Licentiate of the Medical Council of Canada (LMCC)
• French language proficiency – OQLF

Recognition of the equivalence of an M.D. degree:

Application for a regular permit – By recognition of the equivalence of an M.D. degree for international medical graduates (IMGs)

• Medical Council of Canada Qualifying Examination (MCCQE) Part I 
• National Assessment Collaboration Objective Structured Clinical Examination (NAC OSCE) if the candidate does not have the status as a Licentiate of the Medical Council of Canada (LMCC)

Application for a restrictive permit as a :

• Sponsored professor: no examination

    or
  • United States Medical Licensing Examination / Step 2 CK
    
    and
  • French language proficiency (see exemptions)
  • Examen de connaissance du français de l’OQLF

• Mutual Recognition Agreement (MRA): no examination

Conversion of a restrictive permit:

Application to convert a restrictive permit into a regular permit – Admission to Practice Committee

After less than 5 years and one renewal :

• College of Family Physicians of Canada (CFPC)
  or
• Royal College of Physicians and Surgeons of Canada (Royal College)

After more than 5 years: no examination
