Recognition of equivalence in order to obtain a regular permit to practice

Required documents

The list of documents required is made of two parts.

Part 1 - Documents to send to the PCRC

This part enumerates the documents that must be verified by the central credentials verification service of the Physician Credentials Registry of Canada (PCRC) at the address www.pcrc.org. Be sure to select the CMQ as one of the organisms to whom you want to give access to each of your documents.

 Required:

  • Proof of identity;
  • Medical Diploma (M.D.);
  • Photograph.

If applicable:

  • Certificate proving a name change;
  • Attestations of postgraduate training periods signed by the dean of the faculty of medicine or the executive director of the establishment where the training periods were served. These attestations must specify the dates on which they began and ended for each discipline;
  • Specialist’s certificate(s);
  • Permit to practice medicine obtained outside of Québec.

Part 2 - Documents to send to the CMQ

This part enumerates the documents that must be submitted directly to the CMQ in paper form.

If you have passed the following exams, provide the proof for:

  • The Evaluation Examination of the Medical Council of Canada (MCCEE);
  • The Qualifying Examination - part l of The Medical Council of Canada (MCCQE Part l);
  • The National Assessment Collaboration - Objective Structured Clinical Examination (NAC-OSCE) (If you have passed the exam in another center than Québec, please send to the CMQ a certified true copy of your passing letter);
    or
    The Qualifying Examination - part ll of The Medical Council of Canada (MCCQE Part ll).

If you have practiced medicine:

  • Certificate of professional conduct issued within the last three months by the medical order of each country in which you practiced medicine, a State Board or a college of physicians in a Canadian province, if you hold a permit to practice medicine. Each certificate must be sent directly to the CMQ by the organization under sealed fold. These certificates must be written in French or English.
