Final report – Investigation into mammograms

The findings of the investigation ordered by the executive committee of the Collège des médecins du Québec to review the results of over 22 000 mammograms done in three clinics in Montreal and Laval, between 2008 and 2010, revealed that a total of 109 cases of breast cancer were detected and managed, as they were diagnosed.

“In November 2010, as soon as we heard that errors may have been made in mammogram interpretations, we immediately launched the investigation to ensure that all the women who underwent these tests could receive the treatment their condition required as quickly as possible,” pointed out Dr. Charles Bernard, president and chief executive officer of the Collège.

Medical Directory : Final Edition

The 2011-2012 edition is the final edition of the Collège des médecins du Québec’s medical directory, for it will no longer be printed. However, an improved version of the online directory, already available in this Web site, will be developed in the coming months. This new electronic directory will allow physicians to access complete, up-to-date information.

A number of considerations have prompted this decision:

the printed medical directory rapidly becomes obsolete, since thousands of address changes are made during the year by physicians;
the electronic directory will give physicians secure access to complete information, updated daily (there will be two versions: one for the general public and one for physicians, with secure access);
from an environmental standpoint, the Collège is contributing to the preservation of the natural resources;
by making this change, the Collège is joining the majority of professional orders which offer only an online version of their members directory.

Of course, physicians who do not have access to a computer may call the Collège to obtain information contained in the online directory.

New Internet portal for francophone international medical graduates

The Consortium national de formation en santé (CNFS) recently launched an Internet portal to inform francophone international medical graduates (IMG) of the various steps to complete in order to obtain a license to practice medicine in Canada. Designed for easiness of use, this portal is targeting both francophone IMGs living in Canada and those still living in their country of origin. It contains information on all steps of the process to obtain a license to practice medicine, as well as links to national and provincial organizations providing additional information and support candidates' preparation. During a press conference held this morning, the Collège des médecins du Québec (CMQ) and its experts outlined their thinking with respect to the hypothesis issued by Dr. Paolo Zamboni in 2009 on the possible link between chronic cerebrospinal venous insufficiency (CCSVI) and multiple sclerosis. The Collège des médecins is of the opinion that, outside the framework of research work, current knowledge does not allow for physicians in Québec to practice this treatment, which, for the time being, is not recognized by the scientific medical community.

“Since my recent election as President and CEO of the Collège des médecins, I have received numerous messages from patients afflicted with multiple sclerosis,” explained Dr. Charles Bernard. “Of course, I lend these patients an attentive ear, and I understand their need to know where science stands with respect to this subject. The Collège is saying to them today that we need to wait for the results of studies that are currently underway before generalizing Professor Zamboni’s treatments. In particular, we are recommending to these individuals that they refrain from consulting any medical tourism clinics offering these treatments prematurely with little regard for their effectiveness and side effects.”

Single window for applications for permits in Canada

The Federation of Medical Regulatory Authorities of Canada (FMRAC) and the Medical Council of Canada (MCC) are collaborating to create a single, streamlined online application for international medical graduate (IMG) physicians applying for medical licensure in Canada.

Human Resources and Skills Developments Canada (HRSDC) has granted $2.8 million in funding for the Application for Medical Registration in Canada project through its Foreign Credential Recognition Program. FMRAC and its members and the MCC will contribute the remaining funds for the project, which is expected to cost a total of $4.9 million.

Once completed, this new process will allow physicians to apply for a medical licence electronically to any of the thirteen provincial/territorial medical regulatory authorities in Canada using one system, instead of having to complete distinct applications for each jurisdiction.

The application for medical registration process will also help medical regulatory authorities meet labour mobility provisions set out in the federal/provincial/territorial Agreement on Internal Trade (AIT).

FMRAC and the MCC are aiming to launch the Application for Medical Registration in Canada in 2012.

New Online Registration Service for ALDO-Québec

The educational activity on the legal, ethical and organizational aspects of medicine in Québec (ALDO-Québec) is a prerequisite for the issuance of permits to practice for all medical residents. Medical residents who register for this activity can now do so via the secured section of the Collège’s Web site. Since the beginning of August 2010, online registration for the ALDO-Québec educational activity has been made possible thanks to the dynamic, secure and confidential interface developed by the Collège and already in use for the past few years now for the renewal of training cards.

Aesthetic Medicine and Surgery

During a press conference held today, the Collège des médecins du Québec unveiled the conclusions of a report prepared by its working group on aesthetic medicine and surgery. The working group is recommending the implementation of a series of actions, including the creation of a directory of aesthetic medical activities accessible to the public on the Order’s Web site, as well as the production of a practice guideline for doctors outlining the standards to be adhered to in this field. The guide would also specify the training required to carry out aesthetic techniques and would insist on the notion of free and enlightened patient consent.

National Survey on Management of Chronic Non-cancer Pain

The provincial regulatory colleges, via the national Opioid Use Guideline Group are working with Dr Michael Allen, family physician at Dalhousie University CME to determine family physicians' prescribing practices in managing chronic non-cancer pain. This is a research study that is part of Dr Allen's MSc thesis.

To that end we have developed an online survey that takes 5 to 15 minutes to complete, depending on your responses. If you are a family physician who manages patients with chronic non-cancer pain, we invite you to participate in this survey. All responses are anonymous and the survey has been reviewed by the Dalhousie Research Ethics Board. There is no pharmaceutical company involvement in this survey. Each candidate shall be proposed by a nomination paper signed by himself or herself, and at least five (5) members of the Collège having their professional domiciles in the electoral candidate’s region.

Nomination papers must reach the Assistant Secretary by 4 p.m. on Thursday, August 30, 2012, at the latest.

Candidates who wish to obtain a permit to practice between June 1^st and August 30, 2010 must follow these instructions:

Read carefully the information concerning the conditions and formalities for the permit;
Complete the application form for a permit to practice (section 11 of the application “Solemn affirmation” must be signed by you and by a commissioner of Oath);
Include the required documents and payment;
Return the application form, the payment and the required documents before May 1^st, 2010 (respect the date to avoid any delay);
We will send you subsequently the necessary information to complete the Notice of Assessment for the Registration on the membership roll for 2010-2011.

You must not wait for the examination result before sending your documents to the Collège des médecins du Québec. In case of failure at the examination, all cheque sent with your application for the permit will be returned.

Products authorized by Health Canada to be used against the H1N1 flu virus

Health Canada is advising physicians and their patients that there are only three products that should be used against the H1N1 flu virus: the H1N1 vaccine Arepanrix, and the antiviral drugs Tamiflu (oseltamivir) and Relenza (zanamivir). In addition, the unadjuvanted H1N1 vaccine Panvax is available for pregnant women.

Taking unapproved or counterfeit drugs could pose serious risks to health. These products may contain ingredients not listed on the label or dangerous additives, and could cause serious side effects.

End-of-Life Care : Getting Around the Impasse

Although numerous consultations were conducted during this period of deliberation, the Collège does not pretend to possess any simple answers to a highly complex question that is of concern to every individual and to society as a whole.

Quebec – Ontario Agreement in Effect

On April 2, 2009, the Collège des médecins du Québec and the College of Physicians and Surgeons of Ontario signed an agreement that promotes the mobility of physicians between the two provinces. This accord officially came into effect on August 1, 2009.

The agreement makes it possible for a doctor in Ontario who holds a permit with no limitations and restrictions to obtain a permit to practice in Quebec. Likewise, it allows for a doctor in Quebec who holds a permit with no limitations and restrictions to practice medicine in Ontario.

A physician in Ontario holding a permit with no limitations and restrictions who wishes to work in Quebec must file an application for a permit to practice accompanied by the required documents. Such a permit can be issued as soon as the prerequisites are satisfied.

For their part, doctors holding a permit to practice in Quebec who wish to work in Ontario must follow the procedures established by the College of Physicians and Surgeons of Ontario.

Code of Ethics: The Collège consults you

Pursuant to section 95.3 of the Professional Code, the Collège des médecins du Québec informs its members that the Regulation to amend the Code of Ethics of Physicians will be submitted for adoption to the Board of Directors of the Collège in October. This Regulation is intended to amend the Code of Ethics of Physicians by including a new division on advertising and adapting certain ethical rules with respect to advertising and marketing. Anyone wishing to express comments on this Regulation had to send them before September 1^st, 2009 to Mtre. Christian Gauvin, Director of the Legal Services Department.

Specialty examinations - new components

The Board of Directors of the Collège des médecins du Québec, at its May 8, 2009 meeting, adopted a resolution modifying the components of the Collège’s final examination for specialty programs. More specifically, it was resolved that the components of the final exam for each of the 35 specialties recognized by the Collège are as follows:

1. The examinations of the Royal College of Physicians and Surgeons of Canada
2. The ALDO-Québec (legal, organizational and ethical aspects of medical practice in Quebec) educational activity
3. Part II of the Medical Council of Canada’s qualifying exam (MCCQE – II) for all residents beginning postdoctoral training as of July 1, 2009

This modification to the components of the final exam for specialty programs is aligned with the workforce mobility agreements across Canada. It also promotes access to restrictive permits for residents in specialty training who meet the criteria established by the Collège des médecins.

Successful completion of the MCCQE – II is not a component of the final exam for residents having begun postdoctoral training in a specialty program prior to July 1, 2009. However, passing the Medical Council of Canada’s exams remains one of the conditions applicable to residents applying for a “restrictive resident's permit”. Passing these exams is also one of the conditions for the issuance of a permit to practice in most Canadian provinces.

Agreement to Facilitate Doctor Mobility

This morning, the Collège des médecins du Québec and the College of Physicians and Surgeons of Ontario signed a historic agreement that promotes the mobility of medical personnel between the two provinces. The agreement applies to those physicians in Quebec and Ontario who hold a full, unrestricted, unconditional license for independent practice.
