Canada-USA graduates
Depending on the location of postgraduate training and where their degree was issued in North America (outside Québec), physicians who wish to practice in Québec must satisfy the stipulated conditions and furnish the required documents in order to obtain a permit to practice and a specialist’s certificate in family medicine or one of the other specialties recognized in Québec. Furthermore, candidates must meet the same requirements as Québec physicians.
The Collège des médecins du Québec (CMQ) recognizes a physician’s medical degree (M.D.) obtained from a medical school located outside Québec and accredited by the Liaison Committee on Medical Education (LCME).
The CMQ also recognizes the diploma of doctor of osteopathy awarded by a school of osteopathic medicine situated in the United States, providing that the school is accredited by the Commission on Osteopathic College Accreditation of the American Osteopathic Association on the date the diploma is granted.
Postgraduate training in Canada
Candidates who hold a degree from a Canadian or American medical school accredited by the Liaison Committee on Medical Education (LCME), or by the Commission on Osteopathic College Accreditation of the American Osteopathic Association, and who completed their postgraduate training in Canada must satisfy the following conditions and furnish the required documents in order to obtain a permit to practice and a specialist’s certificate in family medicine or one of the other specialties recognized in Québec.
The Collège des médecins du Québec (CMQ) recognizes postdoctoral training completed in a program accredited by the College of Family Physicians of Canada (CFPC) or by the Royal College of Physicians and Surgeons of Canada (RCPSC).
Postgraduate training in United Sates
Candidates who hold a degree from a Canadian or American medical school approved by the Liaison Committee on Medical Education (LCME), or by the Commission on Osteopathic College Accreditation of the American Osteopathic Association, and who completed their postgraduate training in the United States must satisfy the following conditions and furnish the required documents in order to obtain a permit to practice and a specialist’s certificate family medicine or one of the other specialties recognized in Québec.
The Collège des médecins du Québec (CMQ) recognizes postdoctoral training in a program accredited by the Accreditation Council for Graduate Medical Education (ACGME), subject to the equivalence of the duration and content of such training to the requirements in Québec.
Required conditions to obtain a permit to practice and specialist’s certificate from the CMQ

A candidate who wishes to obtain a permit to practice and begin his practice must read carefully the following instructions: - The application for the permit must be submitted at least one month before the date scheduled for the start of practice.
- The fees for a permit are $675, non refundable.
- To obtain the permit to practice between June 1 and August 31, the candidate must submit his application for a permit before May 1.
- When the permit will be issued, the candidate will receive by e-mail the necessary informations to fill out the first registration on the membership roll. He will then receive his permit to practice by mail.
- To access the secured application, the candidate must have a user code and a password. The candidates who hold or have held a training card in Québec for the last 4 years must use their user code (resident number) and their password. The other candidates must contact the Collège des médecins to obtain a user code and a temporary password.

Notes: - A temporary permit (valid for one year) is granted under the Charter of the French Language to a medical graduate from outside Québec who does not have a working knowledge of French. The conditions for renewing the temporary permit are as follows:
a) This type of permit can be renewed three times with the approval of the Office québécois de la langue française (OQLF). b) The Office will only authorize the renewal of a temporary permit if it deems that such renewal is warranted in the public interest (a letter from an employer in Québec must be provided as proof). c) Candidates can only request the renewal of their temporary permit if they have tried the examinations administered by the Office before the expiration date of their permit. When this examination is successfully passed, it is possible to apply for a conversion of the temporary permit to a regular permit by completing the form provided for this purpose and by paying the applicable fees. Information regarding French courses is available in the OQLF website.
- Postgraduate training must be equivalent in duration and content to that required in Québec. A maximum equivalence of 12 months of family medicine training and 24 months of training in another specialty can be granted to a candidate who shows that he has two years of pertinent experience in the specialty concerned for each year of training for which they are requesting equivalence.
- A candidate licensee of a medical degree from a medical school located outside Québec and approved by the LCME who has completed a postgraduate medical training accredited by the Accreditation Council for Graduate Medical Education (ACGME) is exempt from having to pass Parts I and II of the Medical Council of Canada’s Qualifying Examinations upon proof of having passed the three parts of the United States Medical Licensing Examination (USMLE).
- A candidate who has passed the American Board of Family Medicine (ABFM) exam is exempt from having to pass the College of Family Physicians of Canada exam.
- Certification by an American Board does not exempt a candidate from having to pass the specialty exam administered by the Royal College of Physicians and Surgeons of Canada.
Application for recognition of training equivalence is mandatory for all physicians who completed their training in the United States in a program not approved by the ACGME. An application for recognition of training is also required for all physicians who completed their training in the United States in a program accredited by the ACGME if the duration of the training does not correspond to that required in Québec for the specialties concerned. Application for recognition of training equivalence is not required for candidates who began their postgraduate training in the United States and have just completed this training in Québec. Upon obtaining a residency position from a Québec university, these candidates must present an application for a training card to the Collège des médecins du Québec.
