Recognition of equivalence in order to obtain a regular permit to practice

Step 1 - Recognition of equivalence of the medical degree

The order in which you go through the various steps can be different from the following.  
You may print all steps.

1.  Hold a degree awarded by a medical school listed in the WHO or FAIMER/IMED directory

You must have a medical degree (M.D. Diploma) from a medical school or university listed in the World Directory of faculties of medicine of the World Health Organization (WHO) or listed in the International Medical Education Directory (FAIMER/IMED).

2.  Apply to the CMQ for recognition of equivalence of the medical degree

You must complete the Request form for recognizing the equivalence of the medical diploma and/or the postdoctoral training for the issuing of a permit to practice, and return it to the Collège, together with the required documents and the required payment.

3.  Submit the required documents to the Physician Credentials Registry of Canada (PCRC)

Follow the procedures determined by the Physician Credentials Registry of Canada (PCRC). If you already have an account with the PCRC, please make sure that you have authorized the CMQ to access your documents. The CMQ uses the PCRC services for the verification of your diploma, your postgraduate training attestations and your permits to practice.

4.  Successfully pass the MCCEE

You must successfully pass the Medical Council of Canada Evaluating Examination (MCCEE). Registration for this examination is with the Medical Council of Canada.

5.  Successfully pass the MCCQE part I

You must successfully pass the Medical Council of Canada Qualifying Examination (MCCQE) part I. Registration for this examination is with the Medical Council of Canada.

6.  Successfully pass the OSCE of the NAC or the MCCQE part II

You must successfully pass one of the two following examinations:

- the objective structured clinical examination (OSCE) of the National Assessment Collaboration (NAC) 
or
- the Medical Council of Canada Qualifying Examination, part II (MCCQE II).

OSCE of the NAC

The OSCE examination is developed, administered and marked by the Medical Council of Canada.  Results will be transmitted to candidates by the Medical Council of Canada. Practical information for this examination, including an information document for Québec, is available in the Web site of the Medical Council of Canada.

Eligibility and registration

Registration for this examination is with the Collège des médecins du Québec (CMQ), according to the eligibility critera determined by the CMQ. 

For the 2011 Spring examination, the information pertaining to this exam will be posted when available.

To be eligible and register for this examination, you must:
- have submitted your application for recognition of equivalence of your medical degree to the CMQ
- have submitted the required documents to the Physician Credentials Registry of Canada (PCRC)
- have passed:
        - in 2008 or before, the written part of the Medical Clinical Sciences Examination of the CMQ (this examination is no longer offered)
        or
        - the Medical Council of Canada Qualifying Examination part I (MCCQE I)

MCCQE part II

Registration for this examination is with the Medical Council of Canada, according to the critera determined by this organization.

7.  Successfully pass the knowledge of the French language examination of the OQLF, or meet the exemption criteria

We urge you to take this step as soon as your application for recognition of equivalence is submitted to the CMQ, so as to avoid any delays in obtaining an appointment with the OQLF for this exam. The CMQ will send you the registration form for the Office québécois de la langue française (OQLF) examination upon receiving your application form for recognition of equivalence.

In keeping with the provisions of the Charter of the French language, you may be exempted from this examination if you furnish:

- an official document proving that you have followed a full time course of instruction starting from the secondary level for at least three (3) years in a French language institution; or
- an official document (record of marks from the Ministère de l’Éducation du Québec) proving that you have succeeded the "Français, langue maternelle" examination in your fourth or fifth grade in the secondary level course; or
- an official document (record of marks from the Ministère de l’Éducation du Québec) proving that you have obtained a certificat d’études secondaires from Québec after the 1985-1986 school year.

8.  Confirmation of the Physician Credentials Registry of Canada Credentials Verification

The CMQ will receive confirmation from the Physician Credentials Registry of Canada (PCRC) that the required documents  have been verified and meet PCRC criteria.

  • The CMQ will recognize the equivalence of the medical degree (M.D. Diploma) once all steps have been completed.
