Recognition of equivalence in order to obtain a regular permit to practice
Step 4 - Request for a permit to practice and other required conditions
The Collège des médecins du Québec (CMQ) will issue a permit to practice medicine and a specialist’s certificate when you will:
- have obtained the recognition of equivalence of the medical degree (M.D. diploma);
- have completed a postgraduate training in a recognized training program provided in Schedule I, for the concerned specialty or having obtained the equivalence;
- be a licenciate of the Medical Council of Canada (LMCC);
This licence is delivered to candidates who have passed the Medical Council of Canada Qualifying Exam – part I and II; - have passed the Final exam of your specialty, by the Royal College of Physicians and Surgeons of Canada or by the College of Family Physicians of Canada;
- have participated to an ALDO-Québec educational activity;
and - have filled in the application forms for a permit to practice and registration on the membership roll and paid the prescribed fees.
Any candidate applying for a permit to practice medicine in Québec must meet the requirements of the Charter of the French Language by passing the French language examination or be exempted.
A candidate who wishes to obtain a permit to practice and begin his or her practice must send the forms, along with the required documents and fees payable for the application for a permit to practice and the specialist’s certificate as well as for the application for registration on the membership roll.
Forms to be completed
A candidate who wishes to obtain a permit to practice and begin his practice must read carefully the following instructions:
- The application for the permit must be submitted at least one month before the date scheduled for the start of practice.
- The fees for a permit are $675, non refundable.
- To obtain the permit to practice between June 1 and August 31, the candidate must submit his application for a permit before May 1.
- When the permit will be issued, the candidate will receive by e-mail the necessary informations to fill out the first registration on the membership roll. He will then receive his permit to practice by mail.
- To access the secured application, the candidate must have a user code and a password. The candidates who hold or have held a training card in Québec for the last 4 years must use their user code (resident number) and their password. The other candidates must contact the Collège des médecins to obtain a user code and a temporary password.

- Fill out the form Application for a Permit to Practice Medicine through the secured Web site of the Collège.
- Fill out the First registration on the membership roll through the secured Web site of the Collège when the Medical Education Division will have provided him with his permit number. The candidate must be registered on the membership roll in order to be authorized to practice medicine in Québec.
Once the candidate is registered, the Collège will transmit the information to the Régie de l’assurance maladie du Québec (RAMQ).
The process may be long, and all applications do not systematically lead to the issuance of a permit to practice. Each candidate proceeds through the various steps at his or her own pace.
