
Restrictive permits
Find out more about restrictive permits and how to convert to a regular permit.
These permits, issued by the Collège des médecins du Québec (CMQ), allow an international medical graduate or physician trained and certified in the United States to perform certain professional acts.
They come with restrictions on 3 aspects:
- place of practice (institutional practice only, not liberal or private practice);
- authorized professional acts;
- duration (1 year, renewable annually).
The Admission on Practice Committee (CAE) decides on the issuance, renewal and modification of restrictive permits.

Clinician – Practice Ready Assessment (PRA)
The restrictive permit (clinician) route to practice medicine in Québec is intended for international medical graduates (IMGs) who are currently practicing.
